Documents, and the sources we cite.
Everything referenced across this site, in one place — TDH's own procurement documents and the FAA material behind the compliance claims we make.
TDH documents
- Capabilities Statement (PDF, October 2024) — company overview, NAICS and SIC codes, SAM and CAGE identifiers, certifications, and the project experience list. This is the document to attach to a procurement file.
Grant assurances and enforcement
- Airport Sponsor Assurances (4/2025) — the current assurances. Assurance 29 covers the ALP; Assurance 21 covers compatible land use.
- 14 CFR Part 16 — the rules under which a third party can bring a complaint about a federally assisted airport.
- FAA Order 5190.6, Airport Compliance Manual — how FAA administers sponsor obligations in practice.
Funding
- AIP Overview — the source for the 90–95% federal share used on our costs page.
- 49 U.S.C. § 47117(b) — how long apportioned entitlement funds remain available before reverting.
- FAA AIP glossary — including protected entitlement funds, formerly called carryover.
- NPIAS 2025–2029 — inclusion is a precondition of AIP eligibility.
- Airport Capital Improvement Plan (ACIP) — the basis on which FAA distributes AIP funds.
Survey, GIS and design standards
- Engineering Policy Memo 25-01 — the two-to-three-year AGIS design-data lead time.
- AC 150/5300-18B — survey and GIS data standards for AGIS submission. Note this AC was re-activated after 18C was cancelled; a great deal of published material still cites 18C in error.
- AC 150/5300-13B Chg 1 — Airport Design, including RSA, ROFA and RPZ definitions.
- AC 150/5300-17C — standards for using remote sensing technologies in airport surveys.
Airspace, land use and wildlife
- 14 CFR Part 77 — imaginary surfaces and notice requirements for construction near airports.
- AC 120-91A — airport obstacle analysis, including one-engine-inoperative surfaces. Note these are operator obligations, not sponsor obligations.
- AC 150/5190-4B — airport land use compatibility planning. This cancelled the widely-cited 2012 RPZ interim guidance memo.
- AC 150/5200-33C — hazardous wildlife attractants on or near airports.
- 14 CFR Part 139 — airport certification, including the wildlife hazard assessment triggers.
If a claim on this site is not backed by one of the documents above, we have either said so plainly or left it out. Regulatory material changes — confirm applicability to your airport with your FAA Airports District Office.
