Monarch EDC
A 501(c)(3) public charity developing an Aeronautical Museum and Children’s Learning Center at Bakersfield Municipal Airport.
Two hundred and fifty-three acres sit on the southeast side of Bakersfield with a 4,000-foot runway down the middle of them. The city owns it. Most people who live within a mile of the fence have never been through the gate. Monarch EDC is raising money to change the second of those facts.
What is being built
Monarch Economic Development Corp is a registered 501(c)(3) public charity, EIN 93-2457151, raising funds to develop an Aeronautical Museum and Children’s Learning Center at Bakersfield Municipal Airport. The airport — FAA identifier L45 — is a city-owned general aviation field of roughly 253 acres with a single asphalt runway, 16/34, measuring 4,000 by 75 feet at an elevation of 378 feet.
Those numbers matter more than they look. A general aviation field of that size is exactly the kind of public asset that a city carries on its books, maintains under grant assurance, and struggles to explain to a council. A museum and learning centre on that property is the explanation.
The people who will run these fields in thirty years are currently children who have never been inside a hangar.
Why an airport practice cares about a children’s museum
Because it is the same subject seen from the community end. A facility like this occupies a leasehold that appears on the Airport Layout Plan. It sits inside the land use envelope, the approach surfaces and the compatibility zones that the rest of this site is concerned with. It is a revenue-supporting, non-aeronautical use that has to be shown, sited and defended in exactly the terms an FAA Airports District Office recognises.
And it answers the question every sponsor eventually faces in a public meeting: what is this airport for, beyond the aircraft using it. A field that is only a runway is a line item. A field with a museum on it is civic infrastructure, and the difference shows up in council votes.
The pipeline argument
General aviation’s long-term problem is not hangars. It is that fewer children encounter aviation at the age when it becomes a possibility rather than a curiosity. A learning centre on the airfield is the cheapest intervention available: it puts the aircraft, the tower and the people who work there within walking distance of a school group, on public land the city already owns.
Troy D. Hightower’s own connection to this is not decorative — over 40 years of aviation experience as a pilot sits behind both the consulting practice and this project. The museum is where that ends up pointing.
